01. Statutory DPMS Registration Framework (Category A vs Category B Classification)
Under Part 5B of the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (Cap. 615), any business dealing in precious metals, stones, or jewelry must register with the Commissioner of Customs and Excise. The regime establishes two categories: ① Category A Registration (for dealers carrying out cash transactions under HK$120,000); and ② Category B Registration (authorizing cash transactions of HK$120,000 or above, subject to full AML/CFT supervision and fit and proper vetting). 86hc.com verifies DPMS registration numbers, categories, and validity.
